I’d highly suggest the Salton Sea area and Wister WA. Our club is near it and we shot cinnamons all season long.

How much time is he willing to give it when he's here? I know you said he wants to hunt private or guided for some reason but that's not necessary. There are a good number of spots at Wister to get them even as a walk on. Plus there are public areas off the refuge as well. We get a lot on the opener but January would be best for color.

I will keep state refuges in mind. I think he is looking to stay in the Grasslands, but I always look for options! I believe he has 39 species so far. This cinn teal is more than important to him
Hey Rick, I'm surprised you haven't been able to get many Cinnies at the Chesapeake. I had a guy from GA come out to get his and he got it but it wasn't easy. I was hunting out of blind 6 at that time. It would have been easier out of 33. Just has to be the right day and time no matter where he goes. He also has to understand there are no guarantees that way there is no disappointment if it doesn't happen.
If he is up to move out of the Grasslands, i could help, depending on how warm the year is. I could get him on lots of cinnys in eastern NV on the opener, just most are not plumed out.
I only got a few this year on mine.
