Flowering Rush Problem

    Wondering if anyone out there has had an issue with flowering rush taking over any of your impoundments. The area where I have this problem is one of my deep water pools. Majority of this unit holds around 4 1/2 ft of water in it but this stuff grows right through the water like cattail. Last year I dried the whole unit up and sprayed herbicide with a pre emergent and the re flooded it. Came back just as strong. And 3 or 4 years ago I dried the whole unit up again and heavily disked it where I could. The following year its back in force. If anyone has any insight as to how I can at least minimize the area where this stuff comes in would be greatly appreciated.
