If you are stuck on using the existing prop, then the only way to get more speed is to increase your rpm. Reeds won't do that. What rpm are you running now at wide open?

Fiber reeds won't make your boat any faster, except for the fact that your wallet will be lighter. The problem is that you are working with such limited displacement, 26.3 ci, that it is difficult to gain much. I have ported several of those units with very minimal gains. Your money would be better spent with a larger motor, or if you're stuck with a 25hp limit, a 3 cylinder 25. The easiest to gain with is a Yamaha 3 cylinder 25. We fit 40hp tohatsu carbs on them, tickle the reed plate, rejet the carbs, tickle the ports, and end up with a 40+ mph 25hp outboard. The man that races our boats has a ported 25hp Yamaha running 47mph on one of our boats. And that is on a production hull.
