Rice Lake is definitely a good option, you just have to be able to put up with the crowds out there. Pretty much any lake with a public access is fair game so it really pays to go scout around and see if you can find birds on any of the lakes. Really the only body of water I can think of that you can’t hunt with a MN license is the St. Louis river in Duluth. Are you new to the area or just getting into duck hunting?

What do you have to get out on the water with? Boat/canoe/sneak?

Was probably going to try to scout the edge around, otherwise wise. Haven't been out there yet.

Try to find the rice and usually you will find some birds. Wet seasons where water is high can also make for some tough hunting and lack of birds in areas.
