Actually, I think it has less to do with nukes as much as access to other countries.

From the link in the article....

Defence Minister Khurram Dastagir Khan in a separate tweet said: “Pak as anti-terror ally has given free to US: land & air communication, military bases & intel cooperation that decimated Al-Qaeda over last 16 yrs, but they have given us nothing but invective & mistrust. They overlook cross-border safe havens of terrorists who murder Pakistanis.”

Khawaja Asif said: “The claim by Trump regarding the funds, if we account for it, they include reimbursements too for the services rendered by Pakistan.”

“Our land, roads, rail and, other different kinds of services were used for which we were reimbursed. A proper audit took place for the reimbursements,” he said. He asked the US to hold accountable those who failed in Afghanistan.

It would seem Trump is monitoring and cutting back/eliminating some of the funds we send overseas. I see no issue with cutting back some. I do see where feelings will be hurt by the countries receiving said funds. Noone receiving money likes to see the purse-strings cut. As for his tweets, SSDD. Just cut the money and get on to the next thing. No reason to blast out a notice or justification or demonization. It's part of tightening the belt. Cutting back on foreign aid is a step in the right direction. Now to find fat in other, more expensive places...

    You are correct sir.
If we are using them as a hub, this may not be the place to tighten. Interested to see if they dump us out of use due to the threat.

(CNN)The White House said Monday that it will continue to withhold $255 million in military aid to Pakistan out of frustration over what it has characterized as Islamabad's obstinance in confronting terrorist networks.

"The United States does not plan to spend the $255 million in FY 2016 foreign military financing for Pakistan at this time," a National Security Council spokesman said. "The President has made clear that the United States expects Pakistan to take decisive action against terrorists and militants on its soil, and that Pakistan's actions in support of the South Asia strategy will ultimately determine the trajectory of our relationship, including future security assistance."
The administration first said in August it was temporarily withholding the $255 million, which was part of a $1.1 billion aid package authorized in 2016 by Congress. The money was put on hold until Pakistan agreed to do more to combat terrorist networks.

How could Trump ask them to do more? They ley us use their (toll) roads and provided "different kinds of services" ....what more could you possibly ask for???????

BTW---for you accountants out there.....when doing an audit, where do you classify "different kinds of services?"
