I don't load for 28 gauge so this is a guess based on experience/trial and error. Since there's very little data for HW shot I usually cross reference lead shot loads since weight wise that's about as close as you can come and there's little for STEEL powder with the 28 gauge.
Looking at Blue Dot data which is faster I came up with up to 20 grains of Blue Dot for 7/8 oz lead loads in 28 gauge, so I would say the 19 grains of STEEL is close or should at least be safe, again a guess. Best thing if your not sure is to reduce down 2 grains and try it, then go back up to 19 grains of STEEL.
Thanks 10ga., I understand where you’re coming from. It indeed is a little more difficult to find non tox 28ga load data.
Looks like over pressure, gas seal failure and cooked wads to me.g
That's a BPI load. There are two such recipes, one uses 3 NC430 cards and an OS card for 11200 psi and 1300fps.

That load I would probably trust to be fine, as the same load (or also same load with Fiocchi hull & primer) is tested at 16, 17, 18, 19, 19 and 20 grains, and the pressures and speeds all align as you'd expect-- so that load isn't one of those "wierd flyers" that cause suspicion. That being said, I might opt for one of the lower powder versions and check the pattern and fps over a chrono if I wasn't sure.
HOWEVER, the deal with the tps28 wad is this: it fits a full 1oz of HW13 just about PERFECTLY. You can put a felt in the bottom, but it's just a great fit-- so you don't have to add all those NC cards or cork or whatever. It's wierd, you can't find a good 2.75" 20ga 1oz HW13 load, but that 28ga is perfect. So 7/8oz is really about all you need, 166 pellets of #6, and I've used that with good success in the 20ga; but I end up using 1oz in the 28ga just because the fit is so good. Also Lilgun works great with 28ga loads of this sort, lots of datapoints for that.
Just asking but why not, if BPI has loads using up to 42 grains LIL Gun in a 2 3/4" hull going a supposed 1640 fps with 7/8 oz of HW13 then it shouldn't be a problem to reduce down enough to make a 1 oz load with HW 13 that's right around 1300 fps. Again just asking.
10ga, youre right, it looks pretty clear in the data there is an easy spot for that load in the csd20 wad, just hasnt been tested and published. There are enough datapoints you can pick out a likely winning combo to send in for testing. I havent done it due to thinking 7/8 oz hw13#6 is enough for a good duck or goose load, and loading hw mostly with reduced recoil for my kids in mind.
But that hole within the data has always bothered me lol. In the back of my mind I hear your voice telling me a 1oz load wouldnt sell enough wad stuffers, and am kinda leaning to agree with that lol.

Winchester 209 primer
30 Grains Lil Gun
CSD20 wad plus 1/4" filler
1 oz #4 HW shot
Does anyone have a recipe for 12ga. 3/4oz itx-13 using universal or long shot powder?? Everything I have from ballistics uses fast powders like clays, 700 or red dot.
3/4 oz of any type shot is pretty light for 12 gauge, your going to have to use a fast burn rate powder.
