    This is one of the problems with our ever expanding government and it gaining the reputation of sticking their nose where it doesn't belong, overregulation, overreach, etc---it makes the common man cynical and very wary of new laws or changes to current ones.

    True...could also be a commentary on the (widening) gap between the "common" man and the "thinking" one.

    Agree, although even a thinking man can't keep up and be informed on all the crap we have going on these days. It's often hard to form a valid opinion when one knows little about the subject.

    Is government really expanding though?

    I understand why this regulation was put into effect and a lot of it is there for good reason too. However, the problem seems to be on exactly what is considered a headwater and what exactly will have an effect on it. I feel as if they clarified that then maybe people would have a better understanding.

    Yes--government is expanding.

    I'm not arguing for or against this particular reg, don't know enough about it. I'm just saying our government makes it hard for me to simply trust it's the best call.

    Agreed, and that's where the 2015 changes failed.
