I have an acquaintance who was farming several hundred acres of Wheeler a few years back and had exclusive Deer hunting rights on the land he farmed. Told me they had basically closed the refuge as only a fraction of the waterfowl ever winters there. Said that improper management of the water levels had caused it to not be attractive to the birds. Is this true anyone???

Someone told you they closed Wheeler Refuge? The entire refuge? Management neglected to tell the ducks, geese, and Sandhills.

WNWR was closed to waterfowling in the late 1960's and turned into a bird-watcher venue. This may have been what your friend was alluding.
