Seems like there are a lot of unknown facts in this scenario. But I'll throw out some ideas. Why doesn't the man run into the store and review the video surveillance to see what has occurred before he stumbled on the situation? Then, if he would be justified in taking action, why not get a rope (since he is Lowe's) and lasso the gun out of the man's hands? Then he might want to push a cart into the man and knock him out from in front of the car. Or maybe he could secure a chain (he could get that too at Lowes) to the rear bumper of the car to prevent the driver of the car from running over the man. If the cc holder acted in this manner, then he probably wouldn't have to worry about his gun being taken away by a corrupt police department. Not only could he keep his gun, but he would have one heck of story to tell his grandkids one day.
