I used to cook them whole on the BBQ. Gut and scale, score the meat, marinate and grill hot. Perch can get mushy, but the key to cooking them I have found is hot and fast, whatever the medium.

That's a good fish. 2 fish limit won't help the fishery a lot at this point.
Also those smelts are a fantastic bait, I usually catch a couple dozen instead of waiting in a line for anchovies.
