Not true. Finland spends more of it's GDP that is required by NATO (over 2%), has the most artillery in Europe, is the only contry in Western Europe that has a draft and can field a military of nearly one million out of a population of five million. Yes they are a small country but they pack a punch for such a small population.

Theyre not in NATO so it makes sense that being neutral they did that. Lets see where that spending is in 5 or 10 years.
