If you shoot a beaver while it’s eating a tree……is the tree considered bait?

In the states I have lived in beaver are regarded as furbearers and as such are not legal to shoot, only trapped in season with a license. Maybe that's only a western thing?

The back strap is good. When prepared properly it's alot like roast beef. The rest is really mushy meat. The tail, stripped and salted, and dried makes a tasty snack.
