Here’s a good graph that gives an estimated idea about meeting requirements easily for BOR to be at 100% allocation from Shasta.

Looks to me like it will be 100%. Most thought 75 would be tough even back in January.

Basically. Only the lawyers could screw it up at this point. Nature has met its obligations.
