I once had a guy ride right through my spread and beach 10 feet from my blind. I was ready to blast a couple shells directly over my head into the sky for emphasis of my disapproval. Glad I didn’t. The guy was a Game Warden. Gulp. He immediately showed me his ID and badge. Some would call it arrogance, I look back and smile and call it style. I told him I was glad for both of us that he ID’ed himself immediately pulling his ID with badge from under his coat on a chain , he said my face showed him he should. We both laughed. We did the check through fast and he left with good will.
With that said, anyone who ran up thru my decoys who wasnt an LEO, and especially was a guide would have problems that day. The very least would be reporting him as hunter harassment jerk.
This Saiff guy sounds like a real asshule, hope he gets full barrels of law that he deserves.

If he's a felon, aren't his days of being around firearms basically over?

He can't possess one, but I don't know why he would legally be unable to guide other people hunting with them.

It's not feed so why would fake corn be baiting? I know it gets posted online occasionally but so does a lot of stuff that is incorrect.

Baited area means any area on which salt, grain, or other feed has been placed, exposed, deposited, distributed, or scattered, if that salt, grain, or other feed could serve as a lure or attraction for migratory game birds to, on, or over areas where hunters are attempting to take them. Any such area will remain a baited area for ten days following the complete removal of all such salt, grain, or other feed.
