They rely on focus groups of people in large cities for their beliefs.

Or the military leadership that said we'd never fight a Vietnam style insurgency again after Vietnam and we'd be facing russian tanks in the Fulda gap? The same ones that said we'd never fight a near/peer fight again during Afghanistan/Iraq and we'd only ever fight insurgency style guerrilla warfare?

No, what I’m saying is arm chair QB’s with knee jerk reactions like yourself have about .0001% of the available information.
Now in the realm of possibility is that the US govt screwed this up.
Other possibilities are that they knew exactly what this spy balloon was capable of. Perhaps they had their own tools gathering useful info from the spy balloon the entire time. Perhaps they were trying to gauge what exactly China was after while having already determined it was an extremely low threat level.
The world is more complex than, “ bad balloon, shoot it down.”

Slimm already made it clear. You/we have no idea of the facts so saying what should or shouldn't be done is stupid.

They shot it down when they did to try and save some of the payload or American lives.

I would guess the former since it looks like they literally popped the balloon.
