The ABS light will not go on if you just need a brake pad replacement, only if an electrical or hydraulic failure is detected in the ABS system. My suggestion would be to check fluid first. If this does not help, remove and clean wheel speed sensors. If you have a DVOM that reads Hz, be sure that the sensors read within 50 Hz after cleaning (required if you sand the sensors with emory cloth). Also clean where they mount in the spindle and/or differential. This may solve your problem. Replacement may be necessary. Luckily the ABS pumps are usually not bad in Dodges. Anything past that I would suggest running ABS codes and then using a factory flowchart to find your problem. Hope this helps

I drove a 97 at work. Same thing happend, Problem was the sensor cable underneath (if yours has it) was nocked loose.

I'd follow the cable and make sure its not broken or loose.
