"No Cost" Riparian Blind?

    Anybody know why a Riparian Blind can be classified as "No Cost'? See attached. I searched the Regs Booklet...nothing mentioned on this particular type of Blind.
    I currently hold a non-Riparian Blind License, also a Floating Blind License. I thought I had a good understanding of Virginia's Blind Laws, but this is a new one to me...

    Maybe it's a replacement decal or the language is just a placeholder.

    Erect a blind on someone else's property, you need to purchase a license. You build one on your own property, you get a free license. Make sense?

    Markd, yes replacement decal makes sense. Thanks for the input.
    Hellbender, to my knowledge there is no way a landowner can get a free blind in VA. Except an unscrupulous person could claim they lost their decal (and Plate too) then use the replacement decal/plate to create a second "free" blind. However if this ploy went on year after year I am guessing VGIF would discover eventually. And of course they would still have to be within the 500 yard restriction...

    My first thought was a Veteran type of license but being unheard-of could it be a Indian reservation license ?

    Then too the state forest hunting lands that put blinds on the rivers would use riparian licenses and they would be at no cost .

    This location is definitely not State Forest. There is very slight chance it is little-known Indian Reservation. I sent an email to VGIF that might shed some light on this. Meanwhile, the Lost/Replacement Sticker theory seems to make the most sense...
