you are correct, it is a Herters foam decoy with a repaint. Can't help you on the age though...……...

old Herters, pre-1971. bought mine with my paper route money in 72 and they all had keels. My fathers were flat bottoms from the mid 60's.

pink foam flat bottom in the sixties, 71 - 72 the enclosed foam keels appeared is my best guess.

Wasceca mnoften times there was a selection of unpainted mallard decoys in the store till it closed
Some with keels some burlaped heck even some were used
I believe the decoys were expanded poly beads

molds and heads were available too so the decoy may not have been factory ( I think Japan)

That's a different guess, well heck I sure have learned more about decoys, is it ok to be addicted to decoys and all things waterfowl?

I had some heaters similar to that bought in the 80 s . I know you could send decoys back to them for reconditioning with the burlap etc but it was pretty expensive.
