So the stars aligned and I actually got a banded goose. Interestingly enough, there was no metal band, nothing in the webbing of either foot, and nothing in the bill. The band is a plastic faded band that just wraps around the leg. Almost like a slap bracelet. It is numbered #8, and that's it. Does anyone have any idea on how to report this? There is no phone number on it to call or website address to report it on. If nothing else I guess this bird was supporting breast cancer. I appreciate your input.

just a guess here but id say its a bird that was once part of a private stock of some kind. aviary collection, zoo, bubba in his back yard. nonetheless i like your idea that its a breast cancer awareness goose! Id go with that!
