As was mentioned, your best opportunity will be a boat capable of handling the Missouri River. Will also come is handy for fishing and bowfishing...if your into it.
Hunt the cold fronts, it don't take much early season to get em moving down.
The basins are killer early season spots when they are holding water. When few marshes are holding water, plan on getting to where you want to hunt at midnight or earlier though. Lol
We do winter birds, mostly Canada's. Pockets of mallards will winter here but it don't take them long to find areas to hold in where they won't get shot. Field hunting is the most productive way to target the wintering birds.
Eastern and western nebraska are like 2 different planets when it comes to waterfowl.
