Here in the great state of California we are allowed to hunt many of the National Wildlife Refuges. I'm definitely in favor of it and rely on it for my hunting opportunities.

Feeding and resting areas on refuges should never be in the same place. This is why ducks on refuges just sit there.....there is no need for ducks to fly around when there is no hunting pressure and food is abundant. The refuge situation isn't getting any better. With the antis pressuring refuge managers, some biologist who don't want to listen to hunter's concerns, and conservation organizations who don't have the balls to do admit that refuges are impacting hunting success, it's an uphill battle for those of us who have seen the impact of what an overabundance of resting areas can do to hunting in a particular area or even an entire state.

I say a draw, get a fee of 5 bucks per entry card that has you're top 3 picks for days, the lucky ones that get drawn hunt on 1 of the dates

If you combine the 2nd and 3rd option would make sense. When they apply, send $$ with the app, nonrefundable. Not alot, just a little. I think hunters would support it.

Also, This way when all the PETA lovers are trying to fill up the draw, they are also helping out the birds and the program. It is also draining their pocket books so they would have to limit their play.:D

I like this plan!! :)

This is a touchy subject. If there is no where a duck can go and not get shot at, they will leave the area. If this is happening all the way down the flyway, where will they rest? On the other hand if you have a refuge in your area like I do (Chataqua NWR) funded by hunters which alows no hunting (of Waterfowl) . Then you have 150k ducks sitting in one spot for days on end. Passing botulism (sp) and other diseases back and forth. It's not doing the ducks or Duck Hunters any good. So what do you do?
