So are the Farmers and the refuge's going to get a full water allotment.

There’s no question we need more storage, and lots of it. Besides Sites, what river valley do you think should be dammed and flooded?
The Clavey river at the confluence of the Tuolumne river. There were plans for this back around the early 1980's. The only people that use that area are white water rafting companies and deer hunters. This dam, penstock and powerhouse would be located a few miles upstream from where the Tuolumne river enters Don Pedro reservoir. This project is in the right location for a water storage reservoir and would create many jobs plus help with the future of California's on going needs for water.

If they are releasing water over the spill way that's dollars not being earned. You can spill water through the gates turning the pwr unites which is making power but if they are spilling with out the RO's or over the top there loosing money.

I don't know how the farmers would react to this. They spend all their time trying to get the water out of their fields so they can turn dirt asap. They should definitely do it in the bypasses like Yolo and Sutter. It's a great idea but getting the farmers on board might be a different story.
There are farmers in the bypasses, too, who want to get water off to be able to get a crop in asap. A friend owns ground and farms in a bypass. Per him, if there is still water on at 4/1 they can't get a crop in.

Ca had desalination plants yrs ago they said it was to expensive. They would much rather tax the Sh!+ out of you for the water you use now. Desalination plants would be cost effective now if CA would put them in and leave the reservoir water to farmers for crops.
There's a desal plant currently in operation in Carlsbad and the coastal commission just rejected one that was going to go in around Orange County IIRC.

Desal plants use a lot of electricity which isn't cheap in this state. Much cheaper to build/add to existing storage.

Yes, but you still have to get it south of the delta and nobody in Northern California wants tunnels or a canal or more pumping

Yep, I'm sure everyone up north and on the coast would love it if we quit moving water south of the delta and turned the valley into a giant desert and then all the out of work farmers, farmworkers, and other industry people moved up north where the water and jobs would be.

California agriculture is keeping this state afloat. it is the economic engine that runs the state.

Without AG we are doomed.

The state caused the water shortage and they need to fix it. It is their job. Building trains to nowhere isn't.
