To Mow or Not to Mow

In my moist soil unit should I bush hog all the old smartweed and barnyard grass(nearly 100% of the entire unit) which had be completely underwater for several months and now is dead and a matted mess to allow the new growth to take place? Or do I just leave the old dead stuff alone?

Dry it out and burn if possible. Removing any/all that duff will result in more/better seed germination. Bush hogging will work but if the roots can’t get to some dirt to anchor and support the plants then they won’t do nearly as well. I’ve done all those things within my msu and found fire (and disking) works best.

If it is safe to burn that would be my option as well.
