Data is only as accurate as what is put in it. Put skewed numbers in you don't get precise numbers out of your survey.

shall we break down South Dakota.......................

Pheasant Season - Resident Only Season Dates
    Start: Oct 9, 2021
    End: Oct 11, 2021

    how dare they....................

    applicants may receive:
    • No more than one Nonresident Waterfowl License before Nov. 1.
    • Beginning Nov. 1, there is no limit to the number of Nonresident Waterfowl Licenses a hunter may possess.
typically the season starts around Sept. 25. They do have 4 zones and they start at different dates.

NR have to pay an extra $25 for a habitat stamp.
a drawing will allow them a 10 day permit or they can break it up to two 5 day trip.

    break down of the draw..

    Non resident
    NONRESIDENT WATERFOWL
    Licenses Available to Preference Group
    Number of Applications
    Licenses Issued
    Remaining Licenses

2+ years preference 250 licenses available 2 applications 2 drawn
1+ years preference 248 licenses available 45 applications 45 drawn
0 years preference 203 licenses available 431 applications 203 drawn

Man this state hates NR!!! pull their government money now.

For south Dakota, those numbers are wrong. They give out way more lic. than 250 for the year. Also, if you want to say no NR for the first 3 days of the season, go for it. I'd give the 3 days up easily, just so I didn't have to put up it all the bitchen.

GB was exaggerating a bit. Those billboards are actually signs of about one and a half square feet . But they are posted at every parking lot, the observation tower, and at every entrance to the Bottoms. There is no excuse for anyone to NOT know about iSportsman, since it's been in effect for about four seasons now.
If someone is going to hunt CB, then it's imperative that they learn about the rules and regulations there. Ignorance is no excuse.

They have a matrix that has May Pond numbers and Mallard breeding population that then indicates if it will result in a Closed,Restricted,Moderate and Liberal season. The conditions that would result in anything less than Liberal are few and far between.......in essence, a major drought and a major population die off/drop off

I seriously doubt that it is derived on a revenue basis since it has been in effect for decades and based on the historic record

Challenge the counts, examine the statistical methodology but the biologist I know are not motivated by anything but the resource

as always ........your mileage may vary

Terrible drought conditions on southern prairies for three years, the pond index fell below the desired level three years ago---liberal persisted. It is all about duck stamp sales, and a two year gap in data and band returns, may as well fire half of the USFWS and save money.
