States rights are the basis of the United States Constitution.

I went out there during 2020 and loved it out there. The pressure wasn't bad but there was definitely far more non resident hunters out there supporting the economy. Like I said though, the pressure was nowhere near bad.

I'm not sure why they felt the need to make these changes. I have friends that own homes out there and go out there to hunt. The one is retired. Good way to screw people over who pay taxes there.

I didn't look it up yet, but does this only affect waterfowl or did they make a similar change for upland? I know there were never zones for it before... I can always hunt upland for a few days and then hunt ducks if I am there longer than 7 days...

No changes for upland as far as your question, since there aren’t any zones for upland.

Word on the street is next couple years they will be adding zones for nonresident upland game hunters and if you buy a waterfowl license and an upland bird license at the same time, you cannot hunt the same zone. That should make some people pretty happy

What is the point of that? For the life of me, I can’t figure out the benefit of such a regulation.

Welcome back PC. Stirring the pot a bit ??

The nonresident waterfowl zones are in the ND Century Code and are actually determined by the "governor" which I suppose means he approves what the ND G&F plan out. The governor and ND Game and Fish Department could actually impose license limits across each zone and could even enact a lottery system in the future.

Nonresident small game zones are not outlined or specified in the ND Century Code so it would probably take the 2027 ND legislature to rewrite the Century Code to enact zones. This year a year long small game license was introduced but failed big. A person can purchase as many small game licenses as they want.

It appears that if the statewide 14 day license is not offered this fall ... it violates the ND Century Code ??

Upon payment of the fee for a statewide nonresident waterfowl hunting license, a nonresident may hunt waterfowl in any zone. Forty dollars of the fee for a waterfowl license must be used for the private land open to sportsmen program

I've been going out to ND the last six years. I have fortunately been able to build some relationships. Because of life and work we only hunt 4 days so the new rule change doesn't effect us. We stay in a local run "lodge" in town, eat at the bars/diner, buy gas.... the whole nine.

I get the feeling on limiting pressure. However, I would have liked to see maybe the 14 day non res license have a limit like if hunting the same zone it may not be done without a 2 week break or something like that.

If I ever wanted to start doing two trips I would have to learn a whole new area of the state and establish a new relationship base.
