The article does not go into details but requiring “all” aircraft to have ADSB in does not carve out an exception for antique aircraft, done of which do not have electrical systems. Currently the regulations require “many” aircraft to send an ADSB out signal (but not required to display an in signal”. It’s actually a very complicated issue. I’m sure a bunch of regulators that know nothing about flying or our national airspace will screw it up!!!!

I think this would help the situation a lot. (also, amusing they write an article like this, but don't know how to spell 'Defense'.

Except it happens every day without issue. I personally doubt a bunch of legislators are smart enough on this issue to come up with the correct solution.

At nearly every Class D airport in the nation. This basically covers all airports with control towers. All it takes is a clearance from ATC to transition their airspace. Like others, I have gone directly across the top of a major airport many, many times. Not a big deal.
To clarify another comment you made, “commercial airspace” is not really restricted. Most require a clearance but is used by private, commercial and military from a 747 to a Cessna 150.
